Assignment: We believe "Typhoon" is the Department's best chance to infiltrate Khandaq and Black Adam's inner circle.

Agent Background: David Matthew Drake was born in Boston, Massachusetts to Jim Drake (a fisherman) and Nancy Conway (a city accountant). When David Drake was six, his father was lost at sea. Drake joined the Navy soon after graduation. Upon his entrance examination, Drake was determined to be meta-positive. This information was kept confidential, even from Drake. It was at this time that the Department of Metahuman Affairs began its surveillance of Drake. In the Navy, Drake married chief petty officer Marilyn Levenson. Drake discovered Marilyn was having an affair with Admiral ---- Drake was discharged after a confrontation with Admiral --- Admiral --- suffered a broken arm and minor lacerations, but no formal charges were filed.

Drake and Marilyn returned to Boston after the birth of their son, Davey. Drake studied engineering at Boston University. Upon graduation, Drake briefly worked with Dr Stephen Shin (see subfile) at the Marine Institue before transferring to Concordance Research, where he would spend the next several years.

After their daughter was born, Marilyn filed for divorce. Suffering from intense depression, Drake was profiled by the Department of Metahuman Affairs' psychologist, Dr Jivan Shi. Dr Shi determined Drake to be an ideal candidate for the Department. Drake was approached by Director (Martin Stein) and, after several meetings and negotiations regarding educational funds for his children, joined the Department.

Drake continued his work for Concordance Research and developed "The Manta", a controversial nuclear-powered bathysphere that has since revolutionised deep-sea exploration. Onboard Concordance's research ship, the Neptune Explorer, Drake was seemingly killed after he was exposed to the nuclear core of the bathysphere. However, in reality, this was a "controlled accident" designed and carried out by the Department of Metahuman Affairs. Drake survived the explosion and his metagene was triggered.

Drake's appearance was drastically altered. He gained the ability to create various meteorological storms centred around him. At the centre of these storms, Drake wielded telekinetic control over wind, water and lightning. He was also able to "ride" these storms, mimicking flight.

Dubbed "Typhoon" by Director Stein, Drake was assigned to play the role of "super-villain" in public in order to test and master his new powers. In his first outing, he came into contact with Firestorm. Typhoon used his various confrontations with Firestorm to gain control over his abilities and make contacts in the criminal metahuman underworld. Unfortunately, Drake made contact with his ex-wife and children on several occasions. In one instance, Drake attacked his ex-wife's new husband, in another, Drake was reprimanded for revealing the truth behind his origins to his son. A cover story was quickly put into place, blaming Drake for a Category 1 Hurricane that struck the coast of Florida and left 25 dead, later referred to as Hurrican Drake. Drake's relationship with his ex-wife and children ended after that. Drake struggled with alcohol and drugs and often sought out confrontations with Firestorm against the Department's orders.

During one of his episodes, Drake hunted down and nearly killed Agent #GL1-1960, Jordan Weir aka the Puppet Master aka the Puppeteer, after learning of the role he played in Drake's psychological reconditioning.

Despite these various setbacks, Drake has been an invaluable agent to the Department. He was instrumental in the recruitment of Agent #F143-1986, who continues to be an exemplary part of the Department and has kept Drake focused and responsible. We expect their work together to continue to have a significant impact on the Department's gathering of intel from within the criminal metahuman community.

We anxiously await the Director's approval of the next step for Agent Drake
