Is it true there can be too much of a good thing? Over 97% of the world's metahumans identify themeselves as American. The Supermen Theory proposes that the United States government, inspired by Superman, established the Department of Metahuman Affairs and began a decade-long program to create their own superhuman soldiers. The Department identified those with a metagene (labelled meta-positive) and put the test subjects through acts of "distress" in hopes of triggering their metagene. Once transformed, these metahumans are assigned to a scripted "super-hero" and "super-villain" narrative, training in plain sight, but ready to be called into action by the U.S government at any time. The President has continued to deny these accusations, recently calling the Supermen Theory "total trash." However, many metahumans have already stepped forward and admitted their involvement.

Metamorpho: During a tax fraud investigation into industrialism Simon Stagg, government documents from the Department of Metahuman Affairs leaked to the public revealing an elaborate ruse: soldier-for-hire Rex Mason was identified as meta-positive by the department and purposefully exposed to an ancient energy source in an attempt to trigger his metamorphosis into a metahuman. Dubbed Metamorpho, Mason is considered the first manufactured super-hero. Found guilty of tax fraud, Simon Stagg fled the country and is currently missing, along with Metamorpho.
Doc Dread: According to government documents, one of the members of Metamorpho's rogue's gallery was, in fact, Rex Mason's childhood friend, Bobby Fradon. Recruited to play the part of a super-villain, Fradon donned the garb of "Doc Dread" and wielded a variety of chemical weapons.
Element Girl: Agent Urania "Rainie" Blackwell was a spy for the United States, recruited by the Department of Metahuman Affairs after they discovered she was meta-positive. Exposed to the same ancient energy source as Rex Mason, Blackwell was transformed into Element Girl. Revealed to be unstable, she was discharged from her position. She later committed suicide.
Stingaree: Element Girl's former lover, Agent Samuel Reese, was recruited to play the role of a crime lord to battle Metamorpho. He died in a helicopter crash not long after.
Lady Clayface: Sondra Fuller was a member of a cell of the terrorist group King Kobra. Later recruited as a double agent by the Department of Metahuman Affairs, Fuller underwent what she says were horrific experiments in order to trigger her metagene.
Man-Bat: Dr Kirk Langstrom's research was funded by the Department of Metahuman Affairs. Transforming into the monstrous Man-Bat, Dr Langstrom vanished after he went public with his connection to the Supermen Theory.
Firestorm: His secret origin unrevealed, Firestorm has denied any ties to the Department of Metahuman Affairs or the Supermen Theory. Like his Russian counterpart, Pozhar, Firestorm is a being of immense power, the limits of which are unknown.
Killer Frost: Dr Louise Lincoln recently stepped forward, claiming both she and her "enemy" Firestorm were created by the Department of Metahuman Affairs. She has continued to identify several other metahumans as part of the Department's program, including Captain Atom, Firehawk, Moonbow and Typhoon.
